The Deputy Director provides leadership and management decisions over the full range of the Task Force missions and responsibilities to include setting organizational goals and priorities for support to stakeholders. Further, he/she establishes trust and forms collaborative relationships with stakeholders, partners, and industry to optimize the efficiency and effectiveness of operations and harvest and implement best practices for application to the mission. Additionally, the Deputy Director is responsible for: - Building trust and confidence with U.S. government senior leaders and their staff who are key stakeholders and mission partners; - Overseeing all continuity planning initiatives and execution of continuity exercises to ensure a constant state of readiness; - Effectively recruiting, supporting, developing and managing a diverse workforce that is capable of responding to stakeholder requirements; - Providing effective management to ensure processes, policies, and resources are in place to enable successful mission accomplishment; - Ensuring the implementation of, and compliance with, applicable DoD policies and regulations on program matters including security, financial, and administration, as related to the assigned program. - Establishing and ensuring that subordinate leaders have a clear understanding of their roles and responsibilities; and - Supporting the Director's initiatives, setting priorities and directing work to ensure success of projects and programs; - Leading efforts to fully understand and meet stakeholder needs and requirements and enhance outcomes through quality products and services; - Overseeing the development of the annual budget and explaining that budget; - Managing and maintaining procedures and practices which provide assurances of effective and efficient use of fiscal resources; - Coordinating with stakeholders to ensure Task Force and stakeholder priorities are aligned and resourced appropriately; - Developing, directing and articulating strategies, policies, and plans for addressing current and future requirements and monitoring progress toward meeting goals and making appropriate adjustments; - Cultivating collaborative relationships and regular communication with U.S. government senior leaders and their staff to understand and meet their needs and to inform them about the Task Force mission, activities and resourcing.

The incumbent serves as the Deputy Director for a Department of Defense (DoD) Special Task Force (TF) responsible for a National Security/Emergency Preparedness (NS/EP) program. The Deputy Director shall directly report to the Director, Special Task Force. The Deputy Director assists the Director, TF, in leading a staff of government and contractor personnel charged with managing, developing, and implementing long-range strategic concepts and plans for dynamic, broad-based strategic National Security and Emergency Preparedness (NS/EP) programs and shall assume the responsibilities of the Director during times of absence or vacancy. The Deputy Director also assists in overseeing the planning and resourcing of infrastructure and personnel support to governmental entities for execution of essential functions during times of crisis. The strategic level planning and infrastructure support is in response to a broad and evolving spectrum of threats across a wide contingency spectrum. The Deputy Director is responsible for effectively leading and developing Task Force staff, which is comprised of subject matter experts in operations and planning, information technology and communications, logistics, multi-disciplinary security administration, intelligence, infrastructure management/engineering, and crisis prevention and response, within guidance set forth by the Director.

S/he must be comfortable dealing with senior leaders in a fast paced and quickly changing environment. The incumbent must be able to think creatively in order to develop solutions that will work in a unique operating environment. S/he must be responsive to, and inclusive of, multiple stakeholders in order to be successful. The ability to portray a positive, proactive, diplomatic and professional demeanor and build strong relationships with partners and stakeholders is critical. As a member of the Defense Intelligence Senior Executive Service (DISES), the Deputy Director must demonstrate mastery in the six Executive Core Qualifications (ECQs): (1) Leading Change, (2) Leading People, (3) Results Driven, (4) Business Acumen, (5) Building Coalitions/Communications, and (6) Leading the Intelligence Enterprise.
