Business Financial Managers work as part of a team that handles a wide range of budgetary tasks involved in providing new and improved intelligence capabilities and products to our customers. This area of business is concerned primarily with the total financial affairs of an organization, department, or program and the translation of actions past, present, and proposed into meaningful and relevant information for use in management.
NSA is seeking passionate Business Management and Acquisition professionals to work as Business Financial Managers (BFM).
The qualifications listed are the minimum acceptable to be considered for the position. Degree must be in Business or a related field (e.g., Accounting, Economics, Finance, Statistics, Mathematics, Business Administration, or Public Administration) with at least 24 semester credit hours in accounting, business finance, law, contracts, purchasing, economics, industrial marketing, marketing, quantitative methods, and/or organizational management. ENTRY/DEVELOPMENTAL Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position. Experience in a business or finance related area (e.g., analyzing/monitoring budgets and expenditures) is desired. FULL PERFORMANCE Entry is with a Bachelor's degree plus 3 years of relevant experience or a Master's degree plus 1 year of relevant experience, or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position. Relevant experience must be in a business or finance related area (e.g., analyzing/monitoring budgets and expenditures) is desired. Certified Defense Financial Manager (CDFM) and/or DAWIA Financial Management (FM) level II is preferred.
Skills of a Business Financial Manager include, but are not limited to: - Budgeting, accounting, and reporting, as well as analyzing and interpreting the financial significance of past events and future plans - Certifying availability and accountability of funds and entitlements. - Reviewing and/or approve budgets. - Training in federal acquisition and budgetary transactions to become certified in Business Financial Management under the Defense Acquisition Workforce Improvement Act (DAWIA) and the Department of Defense Financial Management (DoD-FM) certification within 24 months. - Developing a budget or financial plan for an organization, organizational unit, program, or expenditure/cost center. - Evaluating procurements to ensure compliance with funding, legal, and program requirements. - Monitoring expenses against budgets to identify potential overruns and excesses. - Recording and analyze financial data and transactions for legality, appropriateness, and accuracy.
Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Salary Range: $50,643 - $116,788 (Entry/Developmental, Full Performance). On-the job training, Internal NSA courses, and external training will be made available based on the need and experience of the selectee. This is a full-time position, Monday - Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible).
